So many people left Maryland over the last couple of years, is there any specific reason?

Maryland used to be a good in public but after they lost all the well known public people (evans, sanders, duggan), there is noone left to mentor APs. Hence, APs in public are desparately looking for visiting positions.
That's overstating the problem. Oates is a big name in public, and while he's getting old, he's still fairly active. Kearney is pretty good. And Williams is quite good (though somewhat less valuable for econ APs, because his main appointment is in a different department and he only has a courtesy appointment in econ). That's a weaker public econ group than Maryland used to have, but it's still stronger than at the average top-25 econ department.
