You have no idea how bad the internal politics are. Top people have left over internal disputes, and that makes it more likely that other people are willing to leave on the margin because they don't want to be left with no one to work with, while carrying the department's reputation and advising grad students.

No $ + bad jr. hires makes for a bad environment. Bad environment makes people want to take their outside options.

Bad junior hiring means bad senior professors in the near future (should they survive) or re-hiring (if they don't). This means a decline in the quality of the dept. Therefore, it's better to jump out of the sinking boat.

All have left but Hellerstein. Kearney joined--but has she even produced much? Guiteras is a lemon. Lafortune has 2-body issues. Lee is left to hold down the fort of bringing life into the department.

We all know how difficult the tension among Maryland faculty is. That's why it is gonna be difficult to hire new good people for them. I think in the coming years, we will see even more the steep decline of Maryland in rankings.
