Again, government didn't force him to fall. And no police would have needed to face the risk of getting hurt by the crowd hundreds of times outnumbering them, if everyone calmed down and nobody with other intentions had interfered.
There were multiple peaceful protests/rallies before the clash on 6/12. Did the government listen to the will of Hong Kong people? No. They insisted on going forward with the bill.
