I agree. I knew someone with an excellent profile (PhD Development, ADB intern), but little experience otherwise. She did not make it, though she is technically extremely strong. They always advertise for development/economics, but as you rightly pointed out rarely hire people from this profile.
My take is that their operations are constrained in narrow stream such as transport, water, trade, and they prefer candidates with very specific profiles. Add this to the first cut-off of 35 from 4000 makes this position nearly impossible.
I've checked the profiles of a few previous YPPs in linkedin. It appears that ADB chooses only those who are either from ivy league schools, or have job experiences in INGOs and large multinational companies.
Is that a correct observation? Are there exceptions?
