Dunno about Google specifically but in general a program manager is a higher level than a project manager. A program manager plans and coordinates functions, something at the 1-2 year scope. Project managers do the same but for individual projects where the scope is more like 2-6 months (totally handwavy numbers). With bigger organizations these functions become more critical. Trust me, a program manager who's good at their job provides at least the value of their salary.
