Lol. Wrong.OP, just email the person you are accusing and ask rather than spreading something you are "98% sure" of. It's entirely possible an author does not make a paper public (I have done it with one of my pubs) and it's entirely possible to have to do some time-consuming edits after conditional acceptance. This can be slowed down by slow editors, authors busy with something, etc. All I'm saying is gather a bit more info before you start smearing people's names. You may well be right but this strikes me as potentially very costly and easily verifiable lie if that's what it is.
