Nope, I would never publish in AE. I would never send a paper there. It is a junk journal. Not respected at all. Might as well just pay your $1000 and buy a PLOS one.
I'd rather get an AE than a dead working paper. It is a B journal in some rankings. My 2011 published paper in AE has 18 cites in GS and 10 in Repec. It is a top 100 in Repec.

I've seen really big dogs (e g. Hensher) publish decent but small contributions in AE. Also, from what I can tell a method that is gaining a lot of traction in my field's journals started with an AE paper finding something interesting by wrinkling a commonly used specification.

Personally I will try similarly ranked journals that have no submission fee.My field is environmental/energy econ.
None of ERE, REE, Energy Econ, Empirical Economics, Ecological Economics have submission fees, and are similarly ranked to AE.
I will pay the submission fee at JEEM, but not for AE.
I agree with this am in the same field would heavily discount AE and Empoirical Econ as well in this field.
They don't really seem to publish applied theory. Lower tier general interest journals that take applied theory appear to be journals like EL,EB, Economic modelling, BoER not sure who else. Basically if the field journals don't want it it's pretty hard to publish applied theory.

That's sad.
AE published 60 issues in 2015. I guess soon they will have daily issues.They seem to reject 60% in spite of the many issues.
In that case, they make a lot of money with $200 submission fee.
Indeed, I once refereed for AE in Sep. The manuscript # was 614. That's about 818 papers per year. About 327 will be accepted. Still quite decent.
