Pandas is a weak attempt to replicate the basic matlab functionality with rotten goods.
^Lol. You have no clue. MATLAB's table datatype is a joke compared to a Pandas dataframe.
MATLAB is a wonderful frontend to LAPACK/BLAS (which actually does the linear algebra), and does other things beautifully. That said, Matlab table's are ridiculously lacking in functionality compared to Pandas datafames. Try indexing, merging, pivoting, groupby, pipelines, etc....

Numpy and Scipy both utilize LAPACK/BLAS for the numerical linear algebra. There's some complexity as to which of the many implementations they're compiled with. eg:
