Of my 21 applications so far, 11 asked for references at the time of application.
The other 10 asked for references later in the process. Of these 10, 2 have taken up references, 4 have not taken up references and 4 cannot be checked from my end i.e. some of them may have taken them up or not.

My situation looks like yours. Most of them asked me to provide a list of references. But they did not initiate the invitation for letters.What are they waiting for... I doubt that HR may block my app once s/he found my desire for sponsorship.
I am also an international candidate, but I suspect the trolls are having a bit of fun with the "sponsorship" issue.
Some of the schools mention that they only take up references if they decide to interview, as they don't have time to review the JMPs and References for hundreds of candidates. I imagine they are reviewing CVs as we speak.

How can we check whether they take up the references?
Log-in to the application panel. Click on the job your applied for in your "jobs applied for" list. There will be a link called "References". Click on it.
This works in about 60% of cases. In the other 40% of cases, you will need to ask one of your referees.

I wouldn't panic over the sponsorship. I think the idea was for people to be aware of the political environment. Having some apps to overseas, sponsorship friendly countries, is a good backup.
Places are not going to hire poorly qualified people just because they don't require sponsorship. But there are concerns of extremism in the US.
I am an American citizen and I am applying to Canadian schools because I don't like what is happening in this country and there are great schools there. My family is from there too. Cost of living is fine, Taxes are reasonable and upper income taxes are not bad, honestly. It is a whole different system. No death taxes and free healthcare.

They will ask for reference letter after they decide to give you interview. That is quite normal. My friends(not finance major) on market this year tell me the same thing
