Different case. Lowes was determined to go back to the US. She would be willing to go anywhere within top 100 to make that happen
I think departments who couldn't hire during covid and have dev/PE needs will make him an offer in 1-3 years, assuming he has 2-3 top 5s (counting R&Rs). Co-author thing might not be an issue (e.g., Sara Lowes and Eduardo Montero both got lateral offers despite only coauthoring with each other early on).
I think it'll be interesting to see what happens with Bergeron in five to six years time as he approaches tenure. That is when top places will probably come in for him, providing he has 4-5 top 5s and that he has some different co-authors on those papers.

I think they also lack a bit of a "brand", i.e., specific fields they are very strong in. Imo they should brand themselves as a development, environmental econ, theory, and metrics department. They should also try to hire in labor, public finance, macro, IO, and political economy to be more complete.
