Hmm... Asians have a mean IQ of 108, whites 103, Latinos 94, blacks 91. So, while Asians and whites are 68% of the US population, they represent 85% of all Americans with IQs of 115, 90 percent of those with IQs of 125, and 96 percent of those with IQs of 140. Perhaps this is relevant?

Individual self select into finance PhD programs. Sampling is not the issue. Low IQ plus general black hostility to academic achievement => almost no supply of qualified black PhDs.

Furthermore, any black who is intelligent enough to get a PhD, will be highly desired in the private sector to bump up their quotas. An intelligent black can get a job at Goldman or whatever, making great money fresh out of undergrad, and avoid the whole phd slog.
