The question is: How do you explain CA getting budget surplus after budget surplus, even though it should be "over" according to you?
It is an unfortunate consequence of biology that select few people and groups are responsible for the vast output of productivity. But societies which roughly mirror the equilibrium distributions(eg India and CA) generally mean the populations are working together as intended. Hobos shitting wherever is not vital to the democracy but rather indicative that the lower functioning members of society are not being propped up by welfare policies, which is a good thing for a capitalistic entity

Again, if cities are spending over $100,000 per each homeless person, how will more spending fix the issues? The homeless problem in CA has two causes. The first is there is a large non-profit/NGO complex of people who profit from all of the governmental spending on homeless, without actually providing value. The second is because it is all carrot and no stick. The cities and states give out enormous benefits to each homeless person, and in return have zero expectation of reducing drug-dependance or entering rehab. The homeless are allowed to break laws, including property crime and violent crime, with impunity.

The CA tax system is setup in a way that tax revenues are very dependent upon the performance of the stock market. Most of the surplus is due to residents who have sold stocks that had large value appreciation. In years when the stock market does poorly, the state has large budget deficits. Given the large quantitative easing from the Fed and other federal stimulus actions meant to prop up asset prices during the bulk of the covid pandemic, it is unsurprising to see CA having a record budget surplus.
both groups are wrong. california is horribly governed but it will never matter b/c people want to live in california b/c of it's natural beauty and temparate climate and as long as you have money you can largely avoid the bad aspects of california which means large companies and their boards/large shareholders/c suite will never have any incentive to leave.My grandfather worked in Venezuela in the 1950s and thought it was heaven on earth. So there are limits to how much and how hard you can push the sh*tty-governance button before things start to fall apart.
personally i dont think their is in this case. housing taxes public safety difficulties are easily avoided if you have money as i said before. the people that create tax windfall and support a lot o disliked
