all this does is give an advantage to rich kids who have the resources to take part in meaningless extracurricular activities (e.g., starting a useless non-profit in hs, the ultimate signal of "leadership" and "a good personality").

Imagine how much money they're going to make accepting all students who can't pass the courses and snatching that Sallie Mae money.

I don't assume the marginal UC admit will go into chemical engineering, or any engineering for that matter, math, physics, chemistry, comp sci
humanities (except foreign languages for non-natives), psych and sociology are great places to hang out

I GUARANTEE this policy will filter out thousands upon thousands of As.ians that currently flood the UCs. That is their sole point of differentiation, these kids study for those tests since middle school.
You make it sound like it's a bad thing to study. Everyone in high school has a choice to study or not. You cannot ignore that choice

Studying is like working your brain out. SAT doesn't have much memorizing involved. In a way, it can be seen like training for the Olympics. But you still have to perform at the Olympics when it counts.
After you retire, you are just known for how many medals you won when you were in "peak" form.

Actually that doesn't make sense either. Athletes are leaders just by being good at their sport. Whatever their personality or leadership style that comes with it, it's what you accept because they're good. Kobe wasn't the nicest guy, but he was good. So he was a leader.

I our times a college degree has become a must to get jobs for which a highschool diploma was enough.
As college is becoming the new high school, the entry levels and graduation levels should become similar.
More teaching, and less ideas and teaching practices from the 17th century.

This is exactly what things look like in france. They're highschool degree (the bac) is worthless, so to determine entrance into the top schools students slave away in preparatory schools first before starting college.
How can any kid signal anything to CA universities? I guess they will have a tiny "real quality" group of students with olympiad medals, verifiable coding skills, etc. Then they will get a tough to verify group. Over time the rigor of classes will likely decrease. In the US where everyone inflates their resume with extracurricular activities and where recommendation letters really do not mean that much this is a terrible idea.
If this is the way they are going they should let all HS grads interested in college into a large 2-year pre-college program and admit students to the last 2/3 years of "real university" based on performance in the pre college.
