To claim a school to be in the top 50 genuinely is more than having a high ranking based on bean counting on top publications. Well recognized top schools have a critical mass of alphas in the profession that commit to their institution building and sustaining. You will see little deviation of those alphas from that equilibrium (similar top schools).
This is not to say that bean counting is useless. A school's high ranking in top publication is something its faculty should be proud of and admirable to the peers.
Who are alphas in the top schools in Hong Kong?

sometimes you get positive shocks, sometimes you get negative shocks (and you end up with people who couldn't continue to publish).
reversion to the mean may happen eventually.
HKU has also been lucky with their hires (or they may actually have good taste, we'll see). see DT and TCL.

then why can't other wish-for-better schools mimic? If they cannot, HKU has something unique.
I don't think I'd want to mimic a situation where the junior faculty are massively more productive than the seniors. That's practically asking for the better ones to be hired away.
Oh, and try to imagine yourself in a place like that. Do you think the senior faculty acknowledge that the juniors are much more productive? How would you act if you were a senior deadwood (who probably doesn't want to admit it)? How would you feel as a junior on the receiving end of that?

Assume wish-for-better schools welcome top publications for whatever reasons. I can imagine these scenarios:
(1) all birds cannot lay eggs but some rookies can get tenured regardless
(2) some birds can lay eggs but tenure decisions are random.(3) some birds can lay eggs and only this type can get tenured. they happily stay.
(4) some birds can lay eggs and again only this type can get tenured. But they want to find a new place.A motivated rookie surely doesn't like (1)&(2), but finds i think indifferent between (3) and (4). In this sense, HKU's strategy seems sustainable.

Chen Lin and Eric Chang are definitely anchors at HKU. (i like the word anchor here). that is why we have seen a turnaround at HKU. They also have seasoned guys like D Tang who are productive. Tenured juniors will become the backbone if they stay. But the process needs some blessing. Hopefully, unproductive seasoned guys are not in the way. It looks HKU is doing fine.

^ Agree. HKU Strong. CUHK ~= CityU ~= HKPU in near future (if not already)
Don't look down on CUHK. With Kalok Chan being its new dean, a healthy growth is ahead. They also have productive faculty like C Wang. J Fan used to be an anchor but his leadership was weakened by half his identity with the accounting school and the presence of many deadwood seniors in the way. But believe me things have changed.
CityU is like a wildflower on the roadside. It doesn't look impressive with a first glance but its growth is surprisingly robust. it turns out to be an amazing place for years with a lot of air for top quality research. they can get rookies that often make top pub cut in a couple of years. Their seasoned guys like Y Ma and JB Wang are also impressively productive. The size of CityU finance is the smallest among the top 5 in HK. It should have room for a net increase in hiring. I expect CityU will continue with its good streak.
PolyU has just started to instill the top pub mentality among all the faculty: publish or perish. Their seasoned guys like W Tong, S Wei and Mian are serious researchers and have made top pub cut. they stayed low profile perhaps due to the strong accounting weight in the management. But with JC Lin and G Hu joining recently, PolyU will be a serious rival to other top schools in HK.
In short, HK will provide a good choice set to the coming year's jmc's.

What are you talking about, Chang will finish his term as dean and retire. DT's wishes to move are well-known.
Dude, you see phenomenons but not subtle implications. Chang will have an influence on the management team before he retires. As long as CL stays, HKU will have a good anchor. Besides CL is a nice guy and can get along with other people easily. D Tang makes noise perhaps for a better package and he is entitled to do so. But even if he leaves there is a good model/demonstration effect. You should be happy if your colleagues around you have good market value, just like you want to see your neighbour's house sells well unless you live in a house of totally different type.
