   Yes, if you go too far Kirk will often "activate IP tracking" without announcing it, in order to find the troll.

   More likely he keeps all IPs but only delves in when there are trolls etc.

   How else do you think he got the IP of DDOSers etc.?

    Trolls play a very useful role for sites like this: increasing traffic (which means more revenue). Barring exceptional circumstances, restraining trolls will not be prudent.

    Requiring all users create a username would be preferable, I think. Most sites don't engage in regular IP banning.

    You shouldn't be able to initiate a new post without moderation.
    No anonymous posting - just anonymous to the public via a made up name.
