Do they even accept students straight to the DPhil? I find it difficult to believe they would take external candidates over their own students who just went through a 2-year masters.
Usually a few of them, with one or two Master's degrees from stong unis and usually some work experience, who don't want to redo a 2y MRes.

No - not straight on. People can apply thru the PRS route, which is for truly exceptional candidates who have a high quality economics masters. Such candidates will have to complete the 2nd year courses from the 2 year MPhil and score sufficiently well to proceed to the PhD after 12 months. The PRS route is extremelt competitive. However, some excellent economists have used this route.

when I applied (and got in) pretty sure my letter or whatever it was called was also slightly over the limit. I was fairly sure it wasn't going to be too strict because it only said something like 'aim for no more than two pages' without saying much about how to format them. I could have crammed the same text on two pages but didn't bother, and it didn't matter, apparently. sorry for you, OP

I wish I was joking but this is a real thing that just happened.
Earlier today I went to the application portal to check the status, and it said my application was incomplete. Very puzzled. Called the graduate admissions people asap.
They told me because my writing sample was over the word limit, graduate admissions removed it from my application. This also made my application incomplete by the deadline. So my application never actually made it to the department.
What's more mind-boggling is that I didn't even receive an email telling me about all this. Only found out after I manually checked the portal and then called them. For some odd reason, the person answering the phone felt very righteous about what they did.
