Black people exhibit distrust towards white doctors because of past injustices.
No-one is celebrating this. Yet you seem to be blaming the victims (calling their distrust, racist. Which by the way is a really dumb take).
The data is what it is. Groups are affected by past injustices. Here are the effects of this.
So what exactly are you mad about/don't you get? Be precise. You think black people should (collectively) be less affected by what has historically happened?
Saying that it's acceptable for POC to be distrustful of white people because of the legacy of oppression in this country is just a racist argument. Would it be acceptable for white people to be distrustful of black people because of their increased propensity for violent crime? Of course not.
It's actually pretty easy.
Why would black patients not trust white doctors?
Because their black skin causes them to ignore advice from people of a different race?
Or because their experience has been that trusting people of a different race has historically not gone so well.
Once you can think through this, I think you will understand a bit better.

Has there historically been a lot of bias towards black people? Absolutely. Were white people at the time the ones who perpetrated it? Absolutely. Were /these/ doctors racist towards black people? No, they're doctors working at low-cost clinics in Oakland. These doctors are being judged for their race alone. That's racism.
None of the patients here were Tuskegee experiment victims. They have no reason to distrust white doctors in this circumstance except for their own prejudices.

Okay so I'm kind of puzzled by this one.
The authors randomly assign black male patients to black or white male doctors, and find that the patients are more likely to take up preventative treatment after meeting with a same-race doctor. They argue that this means that "diversity" is important among doctors.
The glaring hole I see in this argument is that the decisions (in this case) belong to the patients. So the (black) patients are only doing it if the doctor is black.
Does that mean that diversity is important? Only in so much as the patients are unwilling to listen to the equally good advice given by the white doctors. And so the story seems to go "black patients are racially biased, so it's important to have black doctors in order to satisfy their racism." How is that not the story they are telling here?Exactly. If the results were reversed the the policy advice would be to teach white patients to basically not be racist.

This paper comes to the well documented conclusion that trust and cooperation are higher within groups than between groups. There are many benefits of diversity but this is a downside. Its really frustrating that we cannot be intellectually honest, there are costs and benefits and any policy recommendation should involve a trade-off.

For just 2 examples: Look at their violent, racist behavior during the LA riots, or their opposition to same sex marriage that led to states banning the practice until the Supreme Court stepped in.

You are right, they don't compare. Racially motivated crimes of previous generations do not confer any information about the intentions of a white doctor today (unless you want to make the racist argument that whites are genetivally predisposed to such crimes). Current affirmative action policies, on the other hand, do confer information about the average ability of black doctors.

No. There is no evidence that black doctors are worse than white doctors in providing service to white patients. There is a host of evidence that white doctors are worse at prescribing treatment to black patients than black doctors (see opioid prescriptions, C sections, diagnoses). So if a white person distrust a black doctor because she’s black, he’s a moron. If a black patient distrust a white doctor because he’s white that’s a lot more rational. Also.. kick rocks and think harder.

As usual, asians are completely invisible. I didn't bother reading the paper, but I assume they didn't randomly assign black patients to asian doctors? Seems like a no brainer to figure out whether black patients really like black doctors or really hate white doctors.
