Hiring more women only affects "quality" if scholarship done by the women being considedred is worse than scholarship done by pools of male candidates.

If it makes you feel better, here a true story about recruitment at the IMF.
We opened a campaign to recruit for an economist position in my division. My boss just wanted the best guy. We had the campaign, and an Italian white guy with a US PhD and very relevant professional experience for us (I won't give too many details) was ranked first. Candidates 2 and 3 were also white Western males, 4 and 5 were guys from emerging markets, and only candidate 6 was the first female. My boss said ok, the Italian guy aced both the technical and behavioral interviews, we will make an offer to him.
Our HR department refused to issue the offer, told us "you already have too many white males in your division, your division is way below in terms of quotas, you can't hire him". We had to close the campaign, open a new one where we only shortlisted only female candidates for the interviews. And we ended up hiring a female candidate from an emerging market (the number 6 of the previous campaign who was not even shortlisted in the last campaign).
The new female economist is now struggling to get the job done in my division, as she doesn't have the right skillset nor professional experience that the Italian guy has. The situation is so bad that my boss asked me to take over some of her responsibilities as she can't manage basic stuff. We assigned a mentor to her, put her on some training, etc. but she is catching up very slowly, putting a lot of extra pressure on the capable colleagues, who happen to be white men...
So ECB is bad, but don't forget that before the ECB, Lagarde was at the IMF and she got brainwashed with the US ideology. Hence, the worst for you is yet to come...
