That is right. It IS accepted.
But I want to recieve a notification email that starts with "Congraturations!"

I just got an acceptance notification email.
Book a hotel quickly by yourself. (I used Expedia.)
Kyoto is a tourist place (and it's August!) and it is better to secure accommodation as early as possible.
And unbelievably hot and humid, so try to book a hotel as close to a Karasuma Line station as you can.
Is it worth to be close to university? Or is it better to be close to subway?
Personally, I would minimize outdoor walking distance. And there aren't many accommodation options around the university. Cheaper hotels can be found nearer the main station or if you are looking for the livelier areas then east of Nijodencho station on the Tozai line.
Kyoto is pretty safe. But it is incredibly hot and humid in summer. Don't try to walk for a long distance in the city in August. You can walk after sunset. You may be able to walk in many touristic places like temples and shrines because those places have more trees and are relatively (only relatively) comfortable.
