How did she end up where she is now? The fact that she asked this question not only shows she knows nothing about econometrics but also she lacks basic research skills. I am also puzzled why a African immigrant becomes a beneficiary of AA? She literally took the opportunity from a truly qualified African American.

She's (still) an undergrad, so I'm not surprised. In fact, I think everyone can learn. Maybe she hasn't touched a stats/econometrics book for a long time, and that's ok. However, I'm curious how she got to where she is now (Harvard, NBER fellow). Do they even screen people?
She may have a greencard (or maybe is a naturalized citizen), hence she's eligible for AA? I don't know; that's just my guess.
No comment on this person specifically, but what you're describing is a known flaw of AA. African and Caribbean immigrants and their children are disproportionately represented among "black" students at top US schools. It's actually a touchy subject among some "real" African Americans. But the reasons should be obvious:
1) These people are either highly self-selected immigrants or their children (i.e., they will perform much higher than the average "black" student).
2) Because their performance is so much better than the average "black student," admissions officers love them as they satisfy the university's d-versity "goals" with hardly any downsides.
The same is true for Hispanics. Some of the whitest people you will ever meet in your life are Hispanics at top US schools. Once more, the reasons are obvious: Hispanic isn't a race, Spanish people are white, and Spanish-speaking Latin America had/has a racial caste system.
