Of course all things are based in the senses and there is no such thing as a priori knowledge... the entire concept of such knowledge is nonsensical. But in scientific practice there is a useful distinction between empirical and theoretical. When people say empirical evidence, they use that to denote a set of demonstrations (e.g., statistics) that support a hypothesis that is distinct from theoretical evidence (e.g., implications of a mathematical model founded on behavioral axioms).
