Got nothing against having a teaching track as long as it's clear. Why would you want to pay the same two persons who teach the same and one produces plenty of research but the other does not even try? In the end, the value of a degree depends a lot on the institution's prestige. And prestige is just determined by research, not by NSS scores. So the research active colleague is adding more value whichever way you see it.
Of course,if you end up on teaching track because you were dum#ed with teaching as a junior and got no support, then that is really bad.
