This is not something new. They can be hired but it happens very rarely because until they get GC they cannot have access to classified info. And there are only a small number of sections with research focus who would not mind this.

there is list of 23 countries blacklisted. Including China and Russia
If you have a green card you will be exempt from this rule
Fed board and all regionals feds.

^I know Indian nationals cannot be hired at Fed Board. I'm wondering about Regional Feds (like NY).
If you look around the web sites of regional feds, you will see many people who were born in India.
Many of these people are now American citizens but I don't know what their status was when they were hired by regional feds.
