No you do not choose. You apply but many people apply as well. There is high possibility you’ll end up in a department you dislike at the fund. Take it from me. I enjoy research but spend moat of my time doing operational bs at the fund

Yes, for research. Plenty of people going to the Fed only doing policy work, no pubs whatsoever. In general, taking into account quality of life, pay, research, and type of policy work, IMF strictly dominates the Fed.

What's your proven research record like? One guy just got hired in your research and he was coming from the bank but has a research record that puts him in the top 10% of IMF researchers.
Another person from the bank didn't get IMF research because research somewhat lighter

Here's the difference, and trust me I know:
If you get lucky enough (and good connections enough) you might be able to go to research within 3-4 years, high demand, and you will find that half of the divisions in research do operational. The other half, they will give you 2-3 years 50/50, but not getting promoted ever until you bring that to 70 operational. Which is why very good researchers from IMF end up leaving (to Fed, academia, etc).I know. enough said.

I have witnessed so many people switching/applying from IMF to Fed, but never the reverse (with the exception of some higher level managerial folks). This should tell you where to go. Even the most policy burdened of Fed values research and give at least 40% percent research time.
And if you are international and want GC and US citizenship, IMF does not provide that path. Once you have GC you can move to anywhere from Fed, but at IMF your visa is tied to your employer.
