What agencies? I know many of the independents honored offers made before the freeze, but as far as I know no one in the executive branch can even recruit right now (outside of a few protected cases, like certain vet programs and intern conversions).

Guys, the Federal Reserve Board is in the Executive Branch of the Federal Government. Full stop. Just because it is partly funded by selling (mandated) services to banks doesn't mean it's a private business. It's just a different means of tax collection to fund the agency. There are lots of agencies that do work that is not fully funded by appropriated money. They are still in the Executive Branch.
And the Executive Branch is still under a hiring freeze until the end of April with no end in sight. We can hire RAs and contractors, but not full-time staff.
The Federal Reserve Banks are not in the Executive Branch but usually follow the Board on these things. If some have decided to stop following the Board, that's not what I'm hearing from my co-authors. But I don't have a co-author at every regional bank either, so it's possible some have stopped following the Board in some cases.

The Board has independence from anything the president decides, for obvious reasons. The Board had to specifically say that they too were respecting the hiring freeze mandated by the president. They didn't need to and have great finances but went along to play nice. If the president had any power over the board (besides choosing the board members) then monetary policy would be ineffective.
