Beachhead teams won't have policymaking authority though. And the transition team has been saying exec orders won't get signed until Monday.
Despite a recent thaw in rhetoric I still expect at least a brief freeze. Fed will likely voluntarily go along, although not required to (ditto, I think, for FCC and cfpb, since they are independent)
But, I think its also possible that a hiring freeze never materializes. I would not put a huge probability on this outcome, but it is not p=0

None of us know what is going to happen. Trump hasn't put much rhetorical heft into the hiring freeze, and the conceived wisdom in DC right now is that it is probably going to happen but not right away. So many agencies are moving forward and hoping to get people in under the wire before it happens.
DC insider, not Fed insider, but my guess is that Fed hiring managers are more or less like us, in wait and see mode.
