Insider here: Some departments read papers. Some departments get to know people and have an idea of their intellectual capacity, potential, and collegiality. Some don't, and think that counting publications is a better guide to hiring. I feel bad for you if you're in the latter group. Not only are you missing the whole point of academia, but I'm guessing your group isn't very good and you hate going to work. And, perhaps surprisingly, we go by CU Boulder, not ucboulder.
