Actually, it may be a genial strategy: you hire a couple of (local) disabled women as accountant and expert in "digital ecosystems", fill your diversity quota, and leave the men do the real job.

Why not just count publications? Take a ranking, use points, and if the female candiate has an irrelevant percentage of points less than the male candiate, take the female. You can do the same with teaching scores. Some of these fields even do research in performance measurement, that can't be that hard. But restricting the position ex-ante to females doesn't make much sense; how can an obviously underqualified female be a role model for other females?

It actually isn't. However, they seem to make it sound legal by adding the general mission statement of the ministry of education right before the restriction to female researchers; something that is not there in the other calls. Sneaky Austrians.
