Depends on your grades and other academic achievements, not on whether you are Turk or not Turk.
My profile is quite competetive now although I am 3rd year ug. But many people claim, faculties are biased towards non-citizents of their home country in EU.Many faculty members wouldn't like to write an amazing top 10 phd LOR for chinese or turkish guy while there are home citizens waiting for letters.(ofc es gibt ausnahmen). And I would like to learn more about that
It seems a little bit unusual to apply for a top 10 PhD straight out of German 3-year undergrad.
While I of course do not know your exact situation and am only a PhD student (in Europe) myself, my prior is that if you were in a situation in which this could work, you would not have to ask that question.My impression is that getting very good bachelor coursework grades will probably not be enough to get into a top 10 PhD from any German university.
My guess is that it could work if you are at good german uni (Bonn, Mannheim, ...) and can get LORs from some professors who know you well are fond of you, e.g. because you wrote a very good (and original) thesis with them and/or worked as their RA. But in that case, you would not have to ask that question.So maybe you should consider doing a Master's first?

Just apply, there are probably a handful of Profs with bias towards you. But the majority -speakting from experience in Mannheim and Bonn- is willing to write LoR for students regardless of ethnicity, just based upon your achievements.

I went through his cv. He is good. But far from the best in the profession. I wouldn’t talk like this. Otherwise most too Macro people won’t take him seriously using the same reasoning.
