Do German universities prefer to hire postdocs or fresh PhDs as TT/Tenured W3?
Junior (with or without TT): Fresh PhDs quite common, especially at the places that go on the US market (Bonn, Konstanz, LMU, Mannheim,...). But junior position with TT is still rare in Germany.

Aber zurück zu den rumors…warum musste der LS überhaupt neu ausgeschrieben werden? Die vorherige Inhaberin war doch noch recht jung und ist nirgendwo auffindbar?

What's going on with the Munich Center for the Economics of Aging? Börsch-Supan and Farbmacher getting chaired at TUM. No deal with LMU?
You’re confounding two separate issues. ABS has always been affiliated with TUM, all throughout his time as MPI director. Not sure why. I guess some internal LMU/Bavarian politics. In any case, ABS will retire soon and what happens with his successor is widely open, I guess.
HF had just been nominated, on a separate position, as professor at TUM.
