Mal eine Frage zur "Organisation wie aus der Hölle": Nimmt an anderen Instituten denn die Geschäftsführung keinen Einfluss auf die politische Beratung und die Ergebnisse, die präsentiert werden?
Ein "Klima der Einschüchterung" hingegen ist nicht zu tolerieren. Aber mit ständig befristeten "Wissenschaftlern" kann man es ja machen. Wird in der Industrie auch mit den befristet Beschäftigten so gehandhabt.
Aej plus eer plus two research policy (none of that with big name coauthors) plus more stuff both published and pipeline - looks like a completely reasonable hire for a German third tier department, well within the range of defensible departmental preference - of course, they can't afford to make all three offers to the best published applicants because in Germany that would just lead to three people renegotiating their salary and that's it... Allowing for some degree of common sense, risk aversion and idiosyncratic preference in job offers is reasonable - and this offer seems to be completely within that rangeYou' re forgetting, however, that whether this is the case or not depends not only on the criterion of whether and why publications in the German system. That then also depends on whether, depending on which ranking and what status the various requirements, although again perhaps the voting result only later, or the appointment committee comes to a decision and then it turns out that the result is different.
I think cba6 likes the word "whether" much more than boring verbs. More people should follow this interesting writing style

Why would German taxpayers pay for this? It is likely that these positions would simply be cut.

Profs are teachers in the minds of politicians (at least in social sciences). It is thus likely to cut the positions.

Stop bashing SN. Okayish publications and a nice person. There habe been worden hirings in the recent past.I don't know her. Being a nice person certainly is in argument in her favor. It's even worse when the scheming is in favor of complete asshats.
The other argument is invalid, that's no justification at all. The record also isn't good or ok-ish for the time out, and even worse there is no credible signal for independent research. I can understand that the position attached to the museum is special and finding a suitable candidate may be tricky.
But this is an appointment to a taxpayer-funded, permanent position, pension included, with substantial funds and responsibility attached to it. Maybe the process and the arguments made should be more transparent to the public (e.g. all applicants and the most important deciding factors made public). And if gender is a decisive criteria, then somebody should have the guts to publicly admit it.

We should not judge people against each other but we should judge them against their job requirements. If someone does not meet them, he should go.
