This simply has to do with the German system of "professorial positions". In each department, there is a fixed number of professorial positions of each type (W1, W3 etc.) with fixed denominations (e.g., Professor of Applied Macroeconomics). Those numbers are not determined by the university but by the state government. If you want to give tenure to a W1-postholder, there must be a vacant full-time W2/W3 position.

- PhD in Jena, so he knows the region
- it’s IWH, Uni Halle is barely involved. IWH pays and chooses a university at which researchers are based on paper. But it is 99.9% IWH
- IWH is vastly expanding
- IWH pays W3 + extra
- IWH/Leibniz comes with reduced teaching load
- Gropp/Koetter have a 100% research focus
- you can live in Berlin or Leipzig. Not Eichstätt.

Depends on the expectations. When you're at a top German University it is kind of expected that you actively work with a range of advanced techniques (and are able to transfer them to your students) such as simulations. You're also expected to be able to work on abstract problems. This is partially because the problems that you face (from policy makers, former students etc.) are difficult in nature. If your top guy is somebody like Falk with a main skill in marketing, outsiders wont take you serious.
