Also, if she were at a top US school with higher-quality peers and students (not that Bucconi is bad) you would expect her to hit more top 5s.

Her (few, given her academic age) top 5's are mostly with her advisor Alesina and in her alma maters' in-house journal QJE. As a result, she's clear not top notch. I'm sure she's below the bar for Harvard econ. HKS maybe, but that's a totally different league (HKS is not among the top 50 econ departments...)
