In the Fifth Ward stalled trains effectively cut the neighborhood in half, so I can't blame people for climbing over even though it's safer to wait for the train to move. Trains stopped pretty regularly where I lived. If you lose a limb to a train, you were most likely actually playing on it or crawling around underneath or trying to run around the front of the train as it started up. Not easy to do if you are just trying to get around the train. I concede the point, which is that these trains are a nuisance and there's a reason the Fifth Ward is cheap.
