OP's premise is incorrect. The desirable parts of Houston are not cheap at all. If you want cheap, you have to drive way the frack out to the distant suburbs.
Pretty cheap compared to California and ny. You can find some decent housing around 400k in decent neighborhoods with decent schools. The very best zones are more like 700k.
In California you can get a dump zoned to horrible schools far from downtown at 700k maybe

If you lose a limb to a train, you were most likely actually playing on it or crawling around underneath or trying to run around the front of the train as it started up. Not easy to do if you are just trying to get around the train.
