The main market creates vacancies. Some of those are good jobs. Also some schools over shoot and have failed searches. Or candidates packages change. An unexpected R&R or acceptance at top journal can temp schools to move. Lots of things can happen

There are some jems on both sides though so it can sometimes be worthwhile. We got a couple of great people in the scramble in past years. There is no ASSA for the scramble. Just apply and then calls will be made (or not) and things will be arranged.
