This is literally great, you nailed it so well. Especially the way you explained the perverse incentives in German Berufungskommissionen, and why the results are often disappointing but rational, is absolutely correct -- exactly what my experience was since I moved back from the US a while ago. Some things still amaze me when I see them from a distance, but when you are in and imbued in the logic of a Berufungskommission, it al makes sense. Thanks for your clarity.
