I started out at a low salary, around 85k, to get my foot in the door. I do quite a lot of stuff from managing Kubernetes, AWS serverless cloud stuff, to full-stack React SPAs.
My boss says they can't offer a raise because of my performance evaluations. Even if I get a raise, it will be something between 5-7% (barely matching inflation).
It is very hard to negotiate a higher salary if your baseline is low. The scope of work is relentless as a "full stack developer" and I have to constantly learn completely new technologies without any commensurate salary increase, all predicated upon some "objective" performance review.
