Is it recommended to send one? I believed that it would be rather annoying for the interviewer. (especially if they told you when they will make a decision)
There is no consensus on this. It is not a bad idea to send to schools that you are particularly interested it or if you have any new information.

What is the probability that such a thank you note is decisive? Of course, I am aware that some schools may think that I'm not interested in them, which would hurt my chances. However, for my top choices, I have made it very clear in the interviews that I am interested (which is not optimal for bargaining, I know. But I did not want to risk these positions, as they were my top choices).

Seriously this a noisy process folks. If you want to send a note because you appreciate that they took the time to consider you, then do so. If you don't want to send a not because you think it's disingenuous or a waste of time, then don't. Just don't read more into it than is there.
