Except there are Stanford and Caltech and MIT and they do admit international students, though it is harder for Canadian students than American ones.
Also the St George campus enrolls on average academically stronger students than the other campuses and Waterloo draws much of the high end STEM talent (though the very brightest and most research oriented go to UofT).

Most of their good programs at UTSG are pretty hard to get into. You need like 90% high school avg, which is probably too high to be honest since high school grades mean very little beyond a certain level.

For many majors I agree. But in pure math they are almost at the same level as Waterloo. You see Waterloo BMaths at MIT, Chicago and other top US grad schools. Also Mateo Zaharia who founded Databricks went there and for the non top students, Waterloo coop provides good leetcode employment opportunities to otherwise average / good students.

Yes, t but one thing you’re not mentioning: few Canadians can afford to send their kids to top US private schools for undergrad, unlike a comparatively larger group of Americans. So you really do see the best undergrads cluster at UofT that you wouldn’t see in the US. Grad students are pretty good too, but many more of the very best do go to top 10 US programs due to funding.
