In my experience, yes. It's better to apply with a polished JMP, which you would presumably have after/around the time of your defense. For the EP, prior professional experience is not necessary but a good paper is.

Yes, you should apply - who knows - but honestly, your chances are very low as we don't need PhD accountants.
