PhD program at Rochacha has always been more rigorous than in comparable schools. Coursework is still tough and professors are caring.

Rochester is a department that used to be really good at Minnesota macro 20 years ago. Then they fell from grace. Now they are Mid tier dept and have been kinda there for a long time. Supposedly they have better training than most.
I didn't care to look all comparable schools. But UT-Astin placed their students at Princeton and Columbia. In addition, Except for a few you mentioned, Rochester's other placements (e.g. the second best placement in each cohort) are quite bad even for a top 30 department.
