People like Kung (and Voth) get away with this because if someone points out what they are doing, they hear:
-- You are jealous of their success
-- They are great and powerful people and if you want to be great and powerful yourself, you need to suck up to them
-- You are p-hacking yourself. The paper runs 100 regressions, and as you say yourself, only 53 are p-hacked
-- You cannot say that X does not cause Y until you can tell us what really did cause Y
In other words, the intellectual and personal childishness of this profession protects these people
