This IS JFE, nothing should be surprising here except the fact that we still consider this a top journal. You submit, if you are in club/super lucky the paper gets sent to qualified researchers in your area (i.e. on this list), if you are not in the club they get sent to people out of your area for a $1000 two paragraph rejection letter.
The people on this list probably also handled a good deal of papers outside of their area, in which case they know what the editor wants without the editor having to say it.
