There are some old posts on this topic that you should search. Not sure about turnaround time but JLS is not respected in Econ depts as much as it probably should be. As a default most places say its JLE and then JLEO and nothing else.

It used to count equivalent as JLawEcon but I think over the years JLegalStudies has moved more towards the law part of law and economics. I think anyway; I hear it's a very good hit for a law faculty, but probably it's still just as great as Jlawecon.

This is what I meant too. JLS seems to be viewed by most economists as a law journal not as much a law and Econ journal. I don't agree but I'm outside the typical view.
