unecessary. HSE is funded very well by the Russian government and western foundations a la Carnegie and Ford.
people at HSE can engage in destabilizing activities in name of bringing western liberal ideals to the backward Russian system AND get paid by the generous Russian system for it.
There is one way to gain some okay salary and maintain some position within Russia: Joint hire by Moscow State University/HSE + Shenzhen MSU-BIT University
