   I was told Budapest was a magnificent city with a based population. What I saw was dirty with a lot of tatted up bros and even more so chks. I was expecting something with the feel of Moscow, Minsk or before the war Kiev - clean and orderly with a lot of culture. There is culture here but its surrounded by trash and graffiti and Hungarian frat bros. The women are hot but lack the wholesomeness found in many Slavic women. Still Budapest was way better than NYC or LA.

   Conclusion: based policy does not imply a good city.

   Usually Authoritarians run a tight ship and keep the capital clean and pristine. I saw no tent cities but there is a lot of work to be done in Budapest

   Complains about trash, frat bros, graffiti and non "wholesome" women...uses Kiev as example of the opposite.

   In reality Kiev is literally just trash, graffiti, frat bros and non-"wholesome" women.

   I have my doubts you've ever been to either place.

   You should have visited Debrecen or Szeged. As an international city, Budapest inevitably has some undesirable elements.

   But as you said, it's still much better than NYC/LA/SF/Chicago etc.

    Budapest is a popular destination for stag parties. Odds are good most of the tattooed "frat" boys you saw are working class British and Australian blokes getting drunk on cheap beer.

    Most Hungarians are tidy and not tattooed up. But people also forget all of Northern and eastern Europe has a large working class population that will drink and smoke and be more rambunctious than uptight middle class people.

    Budapest also isn't as pristine as Vienna. I rather like that it is still a bit gritty and not spruced up for the tourists like Prague has become. You can still see the effects of the Russian invasion in WWII and bullet holes on the walls of the buildings.
