If you are applying to an A2/3 position, how much experience would you be expected to have to be placed in A3?

I was wondering about that same thing. I have an MA Economics with close to 9 years of work experience. How does that translate into the OECD ladder? Would A3 be a horizontal move for me and A2 a step down? I'd appreciate any insider knowledge on that.
