Are there no free public schools, spending record amounts of money per pupil? More so than most/any OECD country? Are there not very cheap public universities, most of which far outrank 95% of OECD universities in terms of quality? You're just not happy with the outcome, so you need to blame it on lack of "access". The simple fact is...you will never make human beings out of them.
