It is not a rumor. It is a fact. But they have changed the dean. It should be better than the previous one

Be wise. If the place is that toxic, how could the school make so many seasoned hires? esp. those who had been visiting the school before taking the full-time offer, or those who are `friends' of the new dean. Rumors are rumors.
